Not entirely sure what's going on with this glitch. It looks like the AI is repeatedly and rapidly issuing commands to units. Peasants are valuable, non-combat units. But, if all you have is peasants when your base is threatened then, you kind of have to use them to defend. So I guess that the AI is caught between moving them somewhere safe and using them to fight.
