In this video I fight Baltheus on my first playthrough. Got stuck on him for an hour until I figured out how to use the Auto-Lock On so I dont have to manually pan the camera to find him.

I used:
Quad legs - so I can still remain mobile while shooting a charged shot
Linear Rifle - mostly for the huge stagger from the Charged shot
Sword - for high stagger and damage
Double Missile Launcher
