After completing Hidden Journals, the Torture Chairs mission becomes available which even though may be marked as 'Tough' if you're level 23 or lower, it's DEAD EASY. Simply run around Sanctuary picking up some more echo recorders for Patricia Tannis to earn yourself some quick cash and easy XP!
