In trying to revert some of the changes from patch 260 I made several changes to my ini files. Here are the changes I made that a re relevant:

GameUserSettings.ini
?OverrideStructurePlatformPrevention=True
AllowPlatformSaddleMultiFloors=True

Game.ini
AllowPlatformSadfdleMultiFloors=True
bDisableStructurePlacementCollision=True

I had to make all of theses changes to get it to work.
