Richter Mode in Portrait of Ruin is much better than Richter Mode in Symphony of the Night, purely because Richter runs by default instead of having to double-tap to stop him from walking. In fact, Richter zooms around at the speed of sound throughout the entire game, making him pretty fun to play. His whip damage is pretty underwhelming, but it's compensated by the fact that he swings very quickly.
Also, as you'll clearly see in the footage, I did use save states here purely to work around the double Frankenstein room, which on Richter Mode is borderline unplayable and not practical to work into a 100-minute deathless run. I also never quite figured out how to fight the Richter doppelganger as Richter, but fortunately here it turned into Maria.
