WHEN IS THE DIRT RALLY 2.0 RELEASE DATE?
The 26th of February, 2019, for PC, PS4 and Xbox One for the standard release.

WHAT ABOUT DIRT RALLY 2.0 VR SUPPORT?
VR support has been confirmed for the PC version in a future update. PSVR support is yet to be officially confirmed at the time of making this video.

WHAT STEERING WHEEL IS THAT?
It's the Thrustmaster TS-XW Sparco P310 Competition Mod. I would suggest dialling down all the force feedback (FFB) stuff to make this and other Thrustmaster wheels more manageable and realistic. Mine is set to 65 for everything, but you could go lower.
