You should NEVER dismount next to another player. If you do, your abilities will be on cooldown, and even if you outgear or outmatch them, they will get several seconds to attack you before you can do anything back to them. If someone dismounts next to you, even if you're in a bad matchup, you can even the score by wailing on them with as much as you've got since they can't react or do anything about it for five whole seconds. This is how Albion Online balances PvP by not letting other players get the jump on you.
