To unlock Broly as an instructor, you have to first beat him in the main story which should happen after you beat the Buu saga. In addition you need to be at least God Rank in your placement tests (I was wrong about this in the video). Afterwards Broly will be in the sky between the Time Nest and Time Machine station.
