I'm not 100% sure what happened here. I went to open a Military Supply Crate on the roof South West of the VNC Tower and it just wouldn't stop giving me inhibitors. When I went in to look at my Skill Screen I was at the max amount I could carry and was able to max out both Health and Stamina.
