Death Rally is all about upgrading your vehicle and eventually taking on the Adversary. Death Rally is now freeware which you can download here: http://www.remedygames.com/games/deathrally
In 2011, Remedy Entertainment remade Death Rally as an iPhone app. Then in 2012, this remake was released on Steam. I haven't personally tried it out, but it does look good.
