In Episode 1 of Sitting On The Fence, Scenario 13, of Railway Empire 2, we must help build a railway network starting in Luxembourg, that extends to the Netherlands. With the deep conflict of France and Prussia in the background, as the war approaches, we must make decisions that will shape the course of the war!

This is a very difficult scenario, and it may be the last chance we have to make a great impact on the course of the war. We need to use our skills to the fullest in order to emerge victorious!

Task 1 is to achieve an express status on a rail line between Luxembourg and Groningen.
Task 2 is to have 90 000 citizens in the Netherlands region.
Task 3 is to have a balance of $70 000 per week.
