Story-wise, Fortune Night is the first stage in the game that Lilac, Carol, and Milla all explore together, and while it's listed as Stage 3, the way the stages are sorted out overall, Fortune Night is classified as 4th. Hence, Gallery Cards 31 through 40 are found here. Totally coincidentially, this is also the first Gallery Cards Montage I'll put up that has all three characters grabbing the cards.

The first part of Fortune Night, the downtown Shang Mu area, has a lot of vertical space, making finding these cards quite troublesome for me. My first run through also happened to be as Carol, who cannot access a good deal of them due to being high up on structures without walls nearby for Carol to climb. The second part of Fortune Night, on the other hand, the shopping mall part, contains a lot of one-way gates that severely limit your ability to backtrack. Combine that with how the mall area splits into three or four paths sometimes, and it'll take a lot of tries to brute-force your way to these locations the way I did.

Cards inaccessible by certain characters will be marked with either (L) for LIlac, (C) for Carol, or (M) for Milla:

31 - Take the uppermost path at the beginning. There will be a 270-degree loop that begins with a row of Chinese lanterns that curl up. Stand on the curled up lanterns to unfurl them to skip the loop and go right. Run along the external loop immediately afterwards, and the card is at the end.
32 - If you go down from the loop-de-loop mentioned above, you'll head down to an area with a lot of brick buildings. The card is on the balcony of the top window on the building furthest to the left.
33 - (C) - At the part where the lanterns are floating up, the card is on top of a gazebo. This is too high for Carol to reach, even with her motorcycle. Lilac needs to use her Dragon Boost or Milla must fly to reach it.
34 - After the bulldozer robot, take the lowest path. Follow the trolley to the card.
35 - Above the last trolley is a steel girder seesaw. Let it point up and to the left so you can gain enough height to get on top of the gazebo to the left. The card is surrounded by eight blue crystals.
36 - Right after where the floating lanterns end, keep going to the right and it's on top of the spinning platforms.
37 - About halfway through the mall part is an escalator going up, right after a food court area with a vacuum cleaner robot. Bypass the elevator, and the card is in the corner behind it.
38 - (C) - Take the middle path, and you'll eventually find a capsule you can open near a dining area, the only one with a triple-decker parasol. Ignore the zipline and go above it to find an alcove with the card. Lilac can reach this with the Dragon Boost, but it's tricky to do so without accidentally triggering the zipline, which will whisk your character out of the room with no way to return.
39 - Towards the end, there is a vacuum cleaner robot on the bottom path near an invicibility crystal. The card is in a halfpipe to the left.
40 - Right after where Card 39 is located are large spinning columns. An elevator sits between them and sends your character down and to the right. Stop, let the elevator go back up, and go to the left to find the card.

After this is Sky Battalion, which has a nonlinear order. More on that when we get there.
