The final and originally kept secret 3rd playable character was the villain Toga, personally would've liked Shoto instead but eh, I guess they needed to make the villains count. Anyway, she's quite packed in terms of doing NAs but at the cost o the party's HP but she does deal quite the damage so if you can sustain your party, she'll be pretty good to use until around mid-level end.
