So couple of facts:
Camp for it on /way 26.8, 55.1 at the height of Gate of the Setting Sun. Best if you actually stay on the top of the gate itself. put /way 26.8, 55.1 (Need TomTom addon) and fly towards the target without raising or lowering yourself. The macro i used for the lasso is:

Either stay there or do put the macro on some binding and press it non stop or put something on your keyboard to press it or macro your keepboard for continous pressing of that button.

Note that the Ivory Cloud Serpent did not spawn exactly on 26 55 but it certainly passed from there.
Also note that this rare only spawns during Assault: The Warring Clans
