This is a different series than the Jampetable (World) Cup. In this tournament almost all teams in FIFA play at least one match. The qualification process of the tournament is divided in different geographical regions. Each region will start with 32, 48 or 64 teams and min. 2 and max. 5 teams will be able to qualify for the main tournament, which will have 32 teams in total. Not every confrontation will be just over one match, but this can get up to 7 games (NBA/MLB style; Best of). In the document down below you'll see a further explanation of the region and the rulings:

Since this tournament is the biggest I've ever done, or even, is ever done, it goes without saying, that it will probably take multiple years (and FIFAs) to finish the tournament. The final date is unknown, but it could be more than 2 years away from now. Anyway, we're starting in FIFA 15 (only first 2 episodes) and then we'll be moving on to FIFA 16, 17, 18? Who knows?
