Out of all the things in Partners in Time that are kind of dumb and kind of boring, this boss fight here with the Bowser Brothers is one of the best points because the fight uses the piggyback mechanic that the Mario Bros. use to get around and while each of the Bowser Bros. are capable fighters in their own right, they are also given Bros moves that make them even more powerful, plus the comedy surrounding the fight is hysterical especially the post-cutscene where they end up flying out of the volcano and into the sky. Grade A stuff there in a game with poor design.
