Shortly after coming around from Solidus' snake arms, Raiden finds himself and Snake bound by Fortune and Solidus with Ocelot near to watch the show. Solidus then reveals his plan to the group. Rather than use a nuclear strike and damage the hold the Patriots had on Manhattan, Solidus was using it as a diversion to find out who the 12 members were, explaining he was using Dead Cell all along. But knowing Fortune would take Arsenal anyway, he gives her Snake to kill...only for Ocelot to pull once again, his betrayal and true allegiance to the Patriots.

He also reveals his part in the exercise and how Fatman, Stillman, Col Jackson, Olga, Commander Dolph's death, Sergei, and of Dead Cell's accidents were nothing but Scripted incidents that the Patriots were using to test the S3 Plan. With enough data for the program, Ocelot wounds Fortune and plans to kill the remaining group. However, Fortune redeems herself by stopping his attacks before death, proud to give her life like her Father had done. Enraged, Ocelot plans to use the Stolen RAY's Hydrocutter when the Persona of Liquid takes over and fully merges with Ocelot. Liquid then sets off to hunt down and kill the Patriots for good with Snake following in tow as Solidus and Raiden are then transported to Federal Hall where Arsenal crashes at.

Raiden and Solidus survive when the former informs the latter of his cause. Born of the Le Infant Terrible Project, Solidus revealed that he wanted to leave his mark HIS way in history, away from the Patriots control and to expose their false hold on society as a true Liberator. Here Raiden finally gets the last call via Codec from the AI Colonel and Rose, who reveal the truth of the S3 Program.

Instead of Solid Snake Simulation, the S3 was designed to help alter and control human thought, belief and knowledge to preserve what was fit to be saved and passed on Digitally. The first Exercise was none other than Shadow Moses, to test to see if the S3 can handle such a incident and help quell it. Another Reason the Patriots used Raiden to test his program is that he never accepted and moved on from his time in Liberia and frequently pushed away from Solidus till he was forced to fight him now, as a monster rather than a Man. Worried that the duo would work together, the Patriots ordered Raiden to kill his foster Father or risk the deaths of Olga's child and Rosemary.

With the truth of his parents death, the threat of his loved one's lives on the line, Raiden takes his High Frequency blade in hand and fights Sword to Sword with Solidus. After a heated battle, Raiden strikes Solidus down and kills him at the base of George Washington's statue in Federal Hall. Snake then comes and gives Raiden advice on how to move on from his experience from the mission, how to shape his future and what to pass on. After revealing he placed a tracker and had a solid lead on the Patriots, Snake leaves Raiden to reconcile with his fiancée Rose.

At the end, Snake and Otacon managed to crack the lead for where the Patriots may be hiding Olga's child but it turns out the 12 members have been dead for over 100 years...

What the hell is going on?

We will learn in the future but for now, this brings our coverage of Metal Gear Solid 2 to a close. This was a very very interesting game that gave us a new meaning to the word MindF&ck.
