Update: As of patch 4.0.1 the 100 INT trait does now appear to increase Boltcaster basic attack damage AND also increase certain other elemental damage (i.e. Boltcaster's Bolt proc & Explosive Shot DoT both deal more damage, but Poison Shot DoT does not).
