This will be the hardest boss fight for a while. This fight is very difficult, especially if you don't have a Pokemon with a weather-changing ability besides Sand Stream or a Pokemon with Cloud Nine as the ability.

Clay's Hippowdon is the Pokemon that's going to buff up Excadrill. Once the Sandstorm is up, you won't outspeed Excadrill unless you lower his stats. Probably the best counter for Excadrill at this point in the game would be a Bulky-Water, Fighting or Ground-type
