This game has a great 80's anime style and is completely hand-drawn by Toei Animation, and then converted to the Sega CD's limited hardware from the arcade LaserDisc original. I found this conversion to be a mixed bag however. It really tries to put its best foot forward, with much of the intro/ending and beginning stages' FMV cleaned up by hand to work with the Sega CD palette, but then in the later stages (7 & 8 especially!) they seem to have entirely given up, resulting in a grainy mess for the most part.
If you would like to see a similar anime that was released in the 80's also, check out "Riding Bean" (ライディング・ビーン) which features a "Road Buster" similar in style to the Road Blaster in this game. Takes place in Chicago with great driving/action sequences. As a warning- being an 80's anime it does have some sensitive/mature situations though.
The Sega CD core was made by srg320, whom previously made the SNES, PC Engine CD and Genesis 32X cores. He is currently bringing the Sega Saturn to MiSTer as well.
