This problem occurred after Bethesda latest patch. I believe it is due to the FOV. Reset it to default in the settings and see it if works.

If it doesn't work, try to interest with an NPC or a Chair/Bed and sleep/sit see if it works.

Otherwise, try restarting the game on steam by completely exiting the game and relog back in.

In this vid, it auto-fixed itself after I sold something to Noel and did a "bought back" item. But I am not sure if that is the "Ultimate" fix as I know other player are stuck at different places as well.

Also, try to reload an old save to see it if works.
