581IGN shows you where to find CyberDeck upgrade locations to max out your CyberDeck and become the Ghost of Veles. You max out your CyberDeck after nine upgrades, but here are 11 upgrade spots so you have a couple safety options (there may be even more locations than this).

Regardless of what order you pick up the CyberDecks, you will always go through those names in that order.
