This is the third part of the Touhou series, where Zun tried to do something new: a competitive danmaku. I'll be straight: I don't like this game. If you put aside the fact that there is a playble Mima - which I adore - the idea, as well as the mechanics, is doubtful in its core. Yet, this game has its own advantages: it has probably the best music within the PC-98 Touhou generation. I don't think I'll ever play it again. I'll better concentrate on the later parts of the series.
The series takes place in Gensokyo, mysterious place separated from the real world with a magic barrier. Gensokyo is a crossroad of worlds where reality and dreams intertwine, where everything supernatural can live that cannot survive anywhere else. That's why Gensokyo is filled with yokai and has connection with Hell and Makai, the world of demons. At least, this is the PC-98 conception.
The story of this particular game: mystic ruins appeared out of nowhere, and it was written there that only one can enter and only at a certain moment. Along with this, leaflets appeared that said that the one who enters would have a wish come true. So magic users of Gensokyo - all of which are girls obviously - agreed that the strongest one should enter the ruins, and arranged a competition. These girls are:

*Hakurei Reimu, Miko who protects Dreams and Traditions*
As the protector of Gensokyo, she couldn't ignore something that unusual happens, so she decided to enter the ruins... Well, a free wish interested her too. This is the first game where Reimu got her own music theme, which went a long way after the game.
*Mima, Spirit who leaves Fate for the Dream of Eternity*
Being the strongest is a good enough reason for Mima to take a part in the competition, but if she will be granted with a wish, that's even better. After being beaten by Reimu in the previous games, she is not as misanthropic as before anymore: now she only wants revenge on Reimu, not all of humanity. Also, it seems that Mima cares about Marisa.
*Kirisame Marisa, a Being made of magic and Red Dreams*
As a greedy witch obsessed with power and magic, she couldn't ignore such an opportunity to explore something mystic that most likely can be related to magic. It turned out that until Reimu doesn't get in Marisa's way, the witch is friendly towards her, often visitting her shrine to play. Marisa got a pretty cool music theme in this game, not as famous as the first one though.

Ellen is not one of Zun's original characters, but a reference to the main protagonist of the "Hatarakimono" manga. She wants to open her own shop.
*Kotohime, Princess dreaming of Beaty in Danmaku*
A weird human girl which is usually appears as a princess or as a police officer. She wants to put someone in jail.
*Kana Anaberal, Poltergeist Maiden who has lost her Dreams*
A polite poltergeist girl wants to get a new home, since the people in the mansion Kana is related to are no longer afraid of her.
*Asakura Rikako, Scientist searching for Dreams*
Despite the fact that science is not welcomed in Gensokyo, Rikako is determined to get something that will improve the scientific progress here.
Why I don't like this game... Well, it's mechanics are too random. Destroyed mobs are blowing up, and those blasts can destroy bullets and even other mobs. But I never managed to take a use of it on my own, it is always happening randomly. The CPU opponent acts randomly as well. They can avoid literally EVERYTHING, and it doesn't matter if you use Special Attacks or don't (that's why I never use them when I play against CPU; I used only Max Charged Shot which replaces bombs when they run out, but uses Energy instead of charges). Just look here - 30:45 - I was screwed when that... *Yumemi*... had full HP and both of her bombs! And vise versa, I passed through Chiyuri like it was nothing this time, despite I usually have problems with her.
The music, on the other hand, is awesome. Probably because Zun was making characters related tracks this time, such tracks are always better. For example, Reimu's theme, which I mentioned above. It didn't sound in the video, since it was replaced by the Decisive Match theme, but you can hear it here - https://youtu.be/adikQbVv-IU
