This workaround temporary fix might not work for everyone and might lead to some other issues .Applying this solution made the filter icon appear after it was missing in the 'Public' version of Instagram. I enrolled as a beta tester on Android and updated the app, now I can see the filter icon, it's back.

The other problem that was raised is that I can't only see some of my filters, not all of them. This is an issue that Instagram will need to solve. Until Instagram does it, I used this one so I can use filters.

I hope that some of you will find it useful, again, I can guarantee that it will work and as I said, do it on your own risk. The issue that I encounter not seeing the filter icon in the camera app was as of June 1st, 2019 By the time you see this video, the issue might had been solved by Instagram and there is no need to do it, unless you want to enroll the beta anyway.
