First of all, credits to the Kuro no Kiseki page on The Cutting Room Floor website since they provide a Cheat Table script to force the game to load several test maps. This video has been recorded to document that information.

Thanks to this script it's possible to access a whopping 94 (!) test maps that are still available in the game, ranging from very interesting to completely empty except for a single barrel, but for this video I'll focus on a NPC that's part of test map "a0000", one of the most complete when it comes to debugging.
Speaking with Feri, or Ms. Minigame Test, shows that minigames were planned at some point in development for Kuro: they were Poker, Blackjack and Fishing.

🠚 Minigame selection: 0:00
Increasing or reducing casino medals changes the amount you have in intervals of 5. You need at least 5 medals to play either Poker or Blackjack, so you have to select this option at least once.

Given the music used for these minigames and the casino-themed assets, they would have been most likely accessible during the Tharbad visit in Chapter 3.
On the other hand, I assume Fishing would have been more widely available.

I'd say this is the more complete of the two card minigames although that doesn't mean it's fully playable. Sometimes the cards aren't shown unless you change them or just fold to refresh them, so you have to play kinda blind.

🠚 Blackjack: 5:09
Similar to Poker in the sense that sometimes the cards aren't shown properly and their value isn't being added to the total sum. But sometimes they do? It's very random and as a whole it's less functional than Poker.

🠚 Fishing: 8:31
While the option exists, nothing happens when selecting it and the test map just reloads, meaning Fishing was either scrapped early in development or all data was removed. Apparently, the only file that remains is a .tbl file that contains some fish names but that's it, no system messages or tutorials.

The Fishing minigame was completed and fully implemented in Kuro 2, although both Poker and Blackjack seem to have been scrapped in favor of a new card minigame called 'Seven Hearts'.
