Tatsuya Kando only provided battle grunts for Lexaeus in the original GBA version of CoM, and while he did a passable job, he's a member of the development team and not an actual voice actor, so he likely wouldn't have been able to do much more than that. Fumihiko Tachiki, however, is a veteran voice actor who provides a suitably deep and gravelly yet quiet and meditative voice for Lexaeus. Dave Boat is very much the same in this role, with the main difference being that his vocal pitch isn't quite as deep, which gives me a slight preference for Tachiki.
