In order to fight Cheryl, you need to trade a Munchlax for her Chansey. You find Munchlax in Route 42 (10% encounter rate). After trading, you'll get the Covenant Orb which makes any Pokemon that would normally evolve by trading, evolve with that item. Doing any other in-game trade before that one will give you that item earlier. After the trading sequence is done, you can challenge Cheryl for a battle.
