★~EPIC HERACROSS SWEEP~★

In order to fight Cynthia, you need to show Cynthia one of the Sinnoh starters which you can get by doing a quiz in Goldenrod City's Pokemon Center. Then you show Cynthia your earned starter. And then you give her the Capsule Lock, which you got from Professor Oak when you took the boat to Kanto. This makes the Regi's appear in the caves of Johto. Those would be Ice Cave, Mt. Mortar and Dark Cave. Once you catch them, you can go back to Cynthia and she'll start talking about the Red Chain and she asks you if you want to go to the Sinjoh Ruins. If you decline her offer you can fight Cynthia.
