People who make WinX HD Video Converter Deluxe have a new version with a different name. I have downloaded and used it. Same basically but newer called (VideoProc3) is on the Digiarty web site where you can get WinX also and info on codecs, etc..
in WinX, I change clips to 44100 audio for no reason it is the default of WinX HD and works for the PS4 MP4 conversion which is at 48000kHz audio. Comment below if you have any clue about anything related to this topic. I know you can find a codec to download on the internet but I couldn't verify and didn't trust where it was coming from. There is an article out there that says Windows doesn't have the codec, but it does because some clips play. So I have no idea what is going on.
