In the TAS, it would save 3 seconds over the old TAS. The TAS also should be able to cancel the ECBSJ sooner than in this video and immediately start hovering to cancel out the upward speed and hit the mushroom afterwards.`
UPDATE (15/05/2016): I found a faster way to do all this, but it's so difficult, I'm unable to show it on video. Basically, you would do the same as shown in this video, up until you do the ECBSJ. You do the ECBSJ on the far left side of the platform with a slightly different angle, then you stay outside of the building's collsion if you continue to extend it, then you hit the Hoodlum holding the Red Can, then upon hitting the mushroom and going up, the cage next to the Hoodlum gets broken (this part I don't understand but I got this to randomly happen once and I have no idea how I can replicate it), you get PCM off of that, grab the Red Can from the killed Hoodlum, then with PCM active, it'll avoid the cutscene that happens on the bridge and you can break the door, cancel PCM and move on.
