Here are the Routes to find the hoards for the Stat that you need:
HP - Route 5 ; Gulpin (1EV)
Attk- Route 19: Weepinbell & Arbok (2EVs)
Def - Route 18: Geodude (1EV) & Durant (2EVs)
S.Attk - Route 7; Psyduck (1EV) & Roselia (2EVs)
S.Def - Route 21; Swablu (1EV)
Speed- Route10; Yanma (1EV)
