Aside from Chill Wind (Frost Blast in EME version), most of the beginning skills are still pretty bad DPS when you start off =/ I think most people end up dropping Chill Wind from their endgame build anyway, so it isn't something you really want to level to make the most use of either [(You can literally just buy skill resets with gold, so it actually doesn't matter -- just level it early on for ease of clearing dungeons then reset later)]... Crystal Shower (Hailstorm in EME version) simply isn't good until much later on with Awakening skills, but you'll still use it anyway because you're going to keep using it later. Ice Pick (Ice Needle in EME) is still terrible, but lowest CD out of everything aside from Dash Attacking which basically does the same amount of damage (you just about never level this unless it's specifically for your build)... Ice Cutter (Ice Shards in EME) is also fairly low damage too, but at least scales much better and has more utility.

Basically... you still sorta want to kick things to death as a Frost Mage when leveling up, until you start getting some heavy hitters such as Ice Lance. Early-game Frost Mage is.... terrible. But it's pretty rewarding once you hit end-game, so bear with it x_x;;
