i finally figured out how to import custom seq/vab BGM tracks properly in the PS1 version of RPG Maker. it's cumbersome but it works. The difficult part is replacing the samples, some BGM has a lot of sample instruments and in order for this method to work, each replacement instrument has to be the same size or less.

So the game i replaced it with is called First Kiss Monogatari and the tracks are very small and this track only contained 1 sample so i was able to insert it. If I knew how to play a keyboard or piano i probably could compose something good but sadly i dont know anything about midi controllers and stuff like that. and those who do probably wont know how to work within these constraints.

Also I've discovered that the Japanese version of RPG Maker (RPG tsukuru 3) can import BGM tracks made with Ongaku Tsukūru: Kanadeeru 2. I tried using one of the sample tracks to insert into the US version of RPG Maker and i couldn't get it to work. I can get the seq file inserted but it won't use the right samples.
