There’s a saying that the second games of NES series is the oddball due to trying a different tone, approach or even a whole new idea. Mario, Zelda and Castlevania lend credence to that hypothesis. However, for the Turtles franchise, the original is the outlier. Future games would be all about beating up thousands of foot soldiers, mousers and the like in a linear fashion. There’s still plenty of that here, but it’s dosed with some platforming and exploration. The latter is not a bad idea. Unfortunately, the platforming all but sinks this game. Jumping and moving around is clunky and will lead to many unforced errors. It doesn’t help that the game doesn’t believe in I-Frames, which will lead to a lot of bad deaths because the game is full of enemies and flying projectiles on the screen, which also leads to framerate issues.

It's a shame because there are some neat ideas here and decent variety. The overworld maps aren’t always linear and there are plenty of secrets to be found along with special weapons that can help tilt the odds in your favor. The music is also above average with some very catchy tunes and even the boss fights can be interesting. Fighting the Technodrome is a particular highlight.

It's too bad the shoddy platforming and game design severely undermine this game. People often complain about the underwater section. That has its moments, no question, but it is a cakewalk compared to the finale in the Technodrome, which blatantly crosses the line from fair to unfair (particularly in the final area) and is an absolute chore to get through. Kind of amazing the final boss is incredibly easy.
